School of Law welcome second intake on Graduate Diploma in Intelligence Management

On Monday, 11 September 2023, the School of Law at the University of Limerick was delighted to welcome twenty senior-ranking members of An Garda Síochána onto the second delivery of the School’s pioneering postgraduate programme- the Graduate Diploma in Intelligence Management.

This year’s programme was launched by course director, Dr Alan Cusack (School of Law, University of Limerick) together with Chief Superintendent Eddie Carroll (Garda National Crime and Security Intelligence Service).

Representing the only programme of its kind in Ireland, the Graduate Diploma in Intelligence Management (Level 9) is delivered over one year through a dynamic, co-curricular model of instruction which involves residential modules at the University of Limerick with assistance from the Garda College in Templemore, coupled with clinical experiential learning within An Garda Síochána.

The programme has been specifically designed to provide course participants with a greater understanding of the nature of the GNCSIS region and how the distinct but interconnected sections within it function both in their individual capacity and collectively to deliver this policing and security service. In 2022/2023, twenty one candidates graduates from the programme.

Speaking about the new diploma, Chief Superintendent Eddie Carroll, GNCSIS said, “An Garda Síochána, as a policing and security service have invested in its most valuable assets by providing them with this innovative academic programme, with a view to strengthening and promoting intelligence led policing in line with the National Criminal Intelligence Framework. 

Dr. Alan Cusack, Law Faculty, University of Limerick said “The School of Law was delighted to work with our Garda colleagues in the design and delivery of this innovative, co-curricular programme which aligns with the recommendations of the Commission on the Future of Policing in Ireland and lays the foundation for a new qualification. Through its pioneering co-curricular format, and its emphasis on clinical and experiential learning, the diploma uniquely equips candidates with the operational expertise to manage intelligence operations in accordance with international best practice and human rights standards.”
