The most efficient use of public funds needs to be ensured and public buyers need to be in a position to procure according to the highest standards of professionalism. To ensure students can achieve the highest standards of professionalism, this module will consolidate the academic and practical learning from other Public Procurement and Supply Chain Excellence modules together with an overview of the Public Procurement Reform Programme, into a practical application of the national public procurement policies and procedures using the key support structures and ICT toolsets for practitioners.
Public procurement is facing new challenges especially in response to the Covid-19 pandemic. It is increasingly expected to: demonstrate best value for public money in ever-constricting budgetary environments; use the opportunities of digitisation and evolving markets; make a strategic contribution to horizontal policy objectives and societal values such as innovation, social inclusion and economic and environmental sustainability; maximise accessibility and show accountability for minimising inefficiencies, waste, irregularities, fraud and corruption, as well as building responsible supply chains.
The Code of Practice for the Governance of State Bodies (2016) identifies procurement as one of a number of activities requiring special attention in promoting good corporate governance including having a Corporate Procurement Plan. Procurement compliance is essential to enable the HSE and funded agencies achieve greater value for money from the collective procurement activities (cash and non-cash benefits) to support reinvestment into providing high quality healthcare and personal social services.
On successful completion of this Micro-Cred students will be able to:
- Prepare a Strategic Corporate Procurement Plan which clearly establishes corporate compliance with reference to European and National Legislation Policies, the Public Procurement Reform Programme, National Guidelines and Codes of Practice.
- Consider the complexities of economic, social and environmental factors in relation to value creation and risk mitigation.
- Integrate the Public Procurement Reform Programme with current practices of public procurement and supply chain activities.
- Evaluate key support structures and ICT toolsets with consideration to the overall Business Procurement Strategy.
- Utilize public procurement practitioner ICT tools such as Government e-Tender Purchasing tools and Dynamic Purchasing Systems
- Influence a professional approach and commitment to ethical procurement practices
Assessment: There is no final exam for this module. You will be assessed through 1-2 continuous skill based assignments, provided by your lecturer.
The programme is open to those currently employed, or seeking employment, in a variety of industries such as health care services; Pharmaceutical, Medical Devices, Biotechnology and Manufacturing. Middle managers seeking to reinforce experiential learning with an academic qualification in supply chain management.
Completion of an NFQ level 7 qualification in management or equivalent qualification.

Successful completion of this module does not automatically qualify you for entry into a further award. All programme applicants must meet the entry requirements listed if applying for a further award.
